SNAP Benefits on Hold Starting November 1
Due to the government shutdown, starting November 1, SNAP clients will not see scheduled payments in their ACCESS HRA accounts or on ebtEDGE.
Benefits that have been issued but have not yet been spent will still be available in November. However, November benefits will not be available until the federal government authorizes NYS OTDA to release these funds. Cash benefits and supportive service payments will continue to be issued to eligible households without interruption.
New applications continue to be accepted, and recertifications and other case actions will continue to be processed through the qualified BPJCC's SNAP case workers.
Clients need to continue to comply with all SNAP-related guidance/requirements.

SNAP Changes Begin November 1
On November 1, 2025, the Supplemental Nutrition Assistance Program (SNAP) will implement new eligibility requirements for Able Bodied Adults Without Dependents (ABAWD) and require certain SNAP recipients to comply with the ABAWD requirements.
Generally, ABAWDs who are SNAP recipients aged 18 to 64 who
- do not live with a child under age 14 in the household, or
- are not pregnant or caring for a person who cannot care for themselves; or
- do not have any mental or physical barriers to employment
will need to meet these work requirements.
To keep getting SNAP benefits for more than three (3) months in the 3-year period, each ABAWD must follow the ABAWD work rules by
1. Spending at least 80 hours every month (20 hours per week) doing one or more of the following:
- Working (including “in-kind” work);
- Participating in a qualifying work/training program approved by HRA;
- Participating in an employment and training program for veterans operated by the Department of Labor or the Department of Veterans Affairs;
- Participating in a program under the Workforce Innovation and Opportunity Act (WIOA) or Trade Act, which may include job search, job readiness, occupational skills training and education activities; or
- Participating in a combination of work or qualifying work programs.
OR
2. Participating in a work experience activity approved by HRA or volunteering in a community service activity for the number of hours per month equal to the household’s SNAP benefit divided by the State minimum wage.
Clients will receive an ABAWD Work Activity Letter notice from HRA in the next few weeks if they or anyone in their household is subject to ABAWD work rules based on the information the program currently has for them.
If clients receive an ABAWD notice and are not working, in school, or otherwise meeting the requirements, HRA will make an appointment with a contracted provider to help them find work activities to meet the ABAWD requirement. They will need to attend the appointment – remote options are available.
If clients do not meet ABAWD work rules for any 3 months in a 3-year period, they could lose their SNAP benefits.

New Federal Law Brings Policy Changes to HEAP as of November 1
Effective November 1, 2025, a new federal law modifies SNAP policy so that only households with an aged or disabled member will automatically qualify for the Heating and Cooling Standard Utility Allowance (HCSUA) upon receiving a qualifying Low Income Home Energy Assistance Program (LIHEAP) payment. Other households must verify separate heating or cooling utility expenses to be eligible for HCSUA.
This change applies to new and pending SNAP applications, with existing households assessed at recertification or upon reported changes.
Newly eligible SNAP households in HEAP-eligible housing may receive a $21 nominal HEAP benefit, but only those with an aged or disabled member will qualify for full HCSUA based solely on LIHEAP receipt.
Clients should be prepared to provide documentation, such as electricity bills, to confirm heating or cooling expenses.
NYS Refund Checks on the Way to Eligible Households
New York State has begun sending inflation refund checks, worth up to $400, to 8.2 million eligible households that filed a 2023 NYS income tax return and meet income thresholds, with no application required.
The checks, aimed at easing the financial burden of rising inflation, will be delivered through October and November.
The refunds are funded by increased state sales tax revenue.

Penalties for Violating the Slow Poke Law can result in
- 3 points on your license
- Up to a $150 fine (first offense)
- A $93 surcharge
- Higher insurance premiums
To avoid penalties:
- Use the left lane only to pass, then return right.
- Drive at the normal speed of traffic or stay right.
- Watch for road signs and hazards requiring lane changes.
- Plan left turns carefully to avoid lingering.

2025 HEAP Clean and Tune Benefit
Eligible households can receive energy efficiency services, including

Benefit amounts are based on the actual cost incurred to provide clean and tune services, up to a maximum of $500.
